Legally and practically speaking, the time to enact a Formula Business Bylaw is before a town center’s unique character has been compromised by an overconcentration of formula businesses, a process that frequently takes place gradually and imperceptibly over time.
Experience shows that unlimited numbers of formula businesses have a detrimental effect on towns by hollowing out the personal, special characteristics of a town center.
Article 29 offers a proactive bylaw to protect Concord Center’s remarkable character by putting in place measures now to
1) maintain its existing diversity and variety of businesses, and
2) safeguard its uniqueness from the impact of unlimited formula businesses in the future.
