It's a cap, not a ban.
Article 29 does not ban formula businesses — as some Towns do -- in recognition of the fact that formula businesses are an accepted part of our centers’ economic environment.
The caps in Article 29 welcome and allow both existing and new formula businesses to operate within our town centers within clear limits (12 in Concord Center; 10 in West Concord Center).
Once the cap is reached, no new formula business would operate within the designated business district until an existing one closed or relocated out of the district.
Article 29 would help safeguard the current healthy proportion of formula to independent businesses by providing these essential, sustainable parameters within which individual businesses could come and go.
