Isn't the Historic Districts Commission's protection enough?
No. The Historic Districts Commission’s (HDC) ability to protect Concord Center is limited to a focus on what can be seen from a public way, i.e., on exterior features such as signage, shop fronts, architectural details, and at times landscaping.
The proposed Formula Business Bylaw in Article 29 would go beyond the purview of the HDC by allowing the town to regulate the number, location, and visual features of formula businesses in historic Concord Center. If passed, Article 29 would help support and expand on the work of the HDC to preserve Concord Center’s unique sense of place.
