How would Article 29 affect decisions around Formula Businesses?
Article 29 would provide a proven and effective planning tool for the Town and the Planning Board to address the impact that formula businesses in the aggregate can have on a town center’s character.
The Planning Board is currently required to assess applications on a case-by-case, individual basis, and in the instance of business applications, is limited to criteria such as parking, traffic, deliveries, etc. The Formula Business Bylaw would provide an important new criterion in the form of a statutory framework that would bring a broader, more useful context to the decision-making process.
That is, with the passage of Article 29 the Planning Board would be able to evaluate and rule on a prospective formula business within the context of how many others are already in operation within Concord Center at a given time, and where they can be located.
