How the Formula Business Bylaw is flexible
On the one hand, the bylaw allows a formula business to modify its standard features so that it would no longer be classified as a formula business – in which case it would not count towards the cap.
On the other hand, if an existing independent business grew to 15 or more locations, it could remain but would then be counted as a formula business. In such a case, the total number of formula businesses would exceed the limit temporarily until a formula business left the district. Once that happened, the number would revert to the bylaw’s original limit.
